Hi,
At first guess I would say the two problems are not related. If it's the exact amp you tested it against then it's in the amp between the switch input jack and the switches on the amp. Maybe something like a zener diode to ground, or an actual physical problem. Something pulled away from board or bad jack connection, etc.

The noise on power down most likely is how the supply is draining on power down. Could get a little involved, probably the first thing to do is contact Fender and hear what they say or a forum where someone has fixed the problem.

My ultimate chorus can't be switched on by my foot switch, but works fine when switched on manually. I know it's not the footswitch itself, because a friend also has an ultimate chorus amp and I tried my footswitch on his amp and it works. What could be the problem? Also, everytime I turn my amp off, I get a short screech sound. Any thoughts on this?
